He is a retired law enforcement professional, a trained hostage negotiator, a court certified expert witness, a 5th degree black belt and an experienced transit trainer. He has worked across more than twenty different industries, and he built RWC Training so operators would get the part of that experience they can actually use on a moving vehicle.

Bill was awarded the Goldstein Award by the International Problem-Oriented Police Organization for his work on The Corner of Chaos, a transit reclamation program. He is a regular presenter at the National Transit Institute's Instructor Symposium and has spoken multiple times at APTA's National Safety Conference.
